House Rules for Use of Electric Vehicles (EV) Fast Charging Stations

The following rules apply to all EV Fast Chargers’ users :
 

  1. The EV Fast Chargers are restricted for individual use by HKUST staff who are the registered car park permit holder of EV.
     
  2. EV Fast Charger parking spaces are available on a reservation basis via the online Centralized Booking System or HKUST Staff App.
     
  3. Scheduling: The EV Fast charger parking spaces open daily from 08:00 to 21:45 for 7-day advance bookings, with the following 7 sessions :
    • 08:00 – 09:45
    • 10:00 – 11:45
    • 12:00 – 13:45
    • 14:00 – 15:45
    • 16:00 – 17:45
    • 18:00 – 19:45
    • 20:00 – 21:45

  4. The use of fast charging facilities is free of charge until further notice. Each registered EV can book up to 1 session per calendar day only.
     
  5. User Identification: Each booking requires the user to provide the vehicle plate number and mobile number.   
                                                 
  6. Email Reminder: The system will send email reminders to the user 30 minutes before your booked session and 15 minutes before the end of the session.
     
  7. Push Notification (Staff App): In addition to the reminder emails, a notification will be sent to the Staff App at the same time if the Staff App is installed on the user’s mobile device.
     
  8. The user is required to pick up the EV charger card from Security Control Center for activation of Fast Charging System before the booked session and return it to Security Control Center after use.  A fee of $50 will be charged for loss or damage of the EV charger card.
     
  9. If the user is late for more than 15 minutes after the start time of the booked session, the reservation will be cancelled and the user will be deemed “No Show”. “No Show” users cannot make any further booking in the next calendar week.
     
  10. Upon expiry of each charging session, after the lapse of a 15-minute grace period, a $50 per hour overtime fee will be charged for so long as the charging space is still occupied by the EV. Less than one hour’s time will be counted as one hour. Booking right will be suspended until the overtime fee has been fully settled. Such users also cannot make any further booking in the next calendar week after the payment of the overtime fee.
     
  11. Booking Cancellation: Users are allowed to cancel their booking before the booking start time.
     
  12. The EV fast charger parking spaces are provided only for Electric Vehicles which are licensed and certified by the Hong Kong SAR Government.
     
  13. Users shall be fully responsible to ensure that the EV charging will be carried out properly and safely, including but not limited to the following:-
  1. Ensure that their use shall not cause injury to any person or damage to any property.
  2. Ensure that the EV is safe and suitable for use with the EV fast charging station.
  3. Users are responsible to ensure not to over-charge the EV.
  4. Ensure the built-in charging cord has been safely plugged into the EV charging station before charging and the positioning of the cord shall not create any tripping hazard to others.  
  1. When charging is completed, the built-in charging cord shall be disconnected from the EV charging port and put back to its holder with care to avoid dropping on the ground. Users should bear all risks and responsibilities for any damages to EVs, personal belongings, and incidents arising from the use of the charging service. The University does not and will not assume any liability, direct or indirect whatsoever, with respect to the use of this charging service.
     
  2. Each and every user shall indemnify and keep HKUST indemnified for any and all losses, damages, liabilities, claims or expenses caused by, arising out of or related to the user’s use of the EV fast charging station, including any third party claims.
     
  3. Users should bear all risks and responsibilities for any damages to EVs, personal belongings, and incidents arising from the use of the charging service. To the extent permitted by law, the University does not and will not assume any liability, direct or indirect whatsoever, with respect to the use of this charging service.

  4. The EV Fast Charging Stations may be closed at any time without prior notice at the University’s sole discretion.  
     
  5. HKUST has the right to revise the house rules of the EV Fast Charging Stations from time to time due to operational needs.
